Long story short - I have Paypal account, which was limited on 2017 years, also there is balance more than $2k. Usually, after 180 days usually funds are eligible for withdrawal.
I have forgotten pass of the account, clicking on "Password reminder" they asks 2fa (sms) confirm, but phone number expired long time ago.
I have email access, and details of account user.
Anyone can help with cashing out that acc? country UK.
