While I understand that leechers do have a role in the forum, maybe there should be a limit for how many users can register from an IP

some communication companies have a single ip in single city or even country, sometimes the 9 users isnt owned by single user. it depend on the com company if it give each user single ip or a 1 ip for whole city pepeokay
